Committee of the Whole Meeting

That the Council of the Township of Wellesley accept Sarah Lyle, Theresa Bisch, Jamie Reid and Michael Fritz as delegations.

That the Council of the Township of Wellesley approve the replacement of two gateway signs for the Village of Wellesley, and further THAT the replacement of two gateway signs, not to exceed $27,500.00, be funded from the Apple Butter and Cheese Festival Reserve Fund.

That the Council of the Township of Wellesley approve the 2025 Apple Butter and Cheese Festival Committee budget, as presented.

That the Council of the Township of Wellesley, pursuant to Section 51(31) of the Planning Act, R.S.O. 1990, c. P.13, as amended, grant draft approval to Plan of Condominium 30CDM-21501 for 2046680 Ontario Inc. at 1016-1018 Doering Street, subject to the conditions, as amended, in Attachment 1 to this report; and further, That the Council of the Township of Wellesley is of the opinion that the change to conditions is minor and no further notice is required, pursuant to Section 51(47) of the Planning Act, R.S.O 1990, c. P.13, as amended; and further, That the Council of the Township of Wellesley authorize the Director of Development Services to amend the conditions of draft approval imposed pursuant to Section 51(25) Planning Act, R.S.O 1990, c. P.13, as amended; and further, That the Council of the Township of Wellesley’s authority pursuant to Sections 51(58) and 51(59) of Planning Act, R.S.O 1990, c. P.13, as amended, is hereby delegated to the Director of Development Services and the approval of a final plan of condominium for registration pursuant to Section 51(58) of the Planning Act shall be evidenced by the signature of the Director.

That the Council of the Township of Wellesley approve payment of an invoice from Enova Power Corp for work that was completed in 2024 which included the transfer of streetlights from old poles to new poles and related electrical works at a total cost of $37,331.32 including HST, to be funded from the Infrastructure Reserve.

Whereas the tender for Bulk Fuel Supply was prepared, advertised and submissions vetted and analyzed by Region of Waterloo staff; and further Whereas the Township of Wellesley is participating in this contract through the Grand River Cooperative Procurement Group (GRCPG); and further Whereas Regional Council approved the award of their portion of the contract at the January 29, 2025 meeting; and further be it resolved That the Council of the Township of Wellesley award the Bulk Fuel Supply Contract to Suncor Energy for a term of five (5) years commencing March 1, 2025 to February 28, 2030 to include supply E10 Regular Gasoline, Dyed Diesel, Clear Diesel, and delivery to the fuel system tanks at the Administration Building at 4639 Lobsinger Line in Crosshill.

That the Council of the Township of Wellesley direct staff to proceed with public consultation regarding kite fighting for a period of 30 days; and further That staff bring back public comments at the April 22, 2025 Committee of the Whole Meeting for further direction.
